The labor charter stressed mutual obligations of state and its citizens: all Spaniards have the duty to work and the state was to assure them the right. Although the decree agreed to adequate wages, paid vacations, and a limit to working hours, it still labeled strike as treason. Franco resembled Hitler in many ways; Both were fascists, both ruled as dictators, his army was supported by troops from Nazi Germany.
